The National Council for Teacher Education (NCTE) was established by an Act of Parliament, namely, the NCTE Act, 1993, with a mandate to achieve planned and coordinated development of teacher education and to ensure adherence to the prescribed norms and standards by the institutions permitted to offer teacher education programmes.


The NCTE has the mandate to monitor the functioning of the Recognized Teacher Education Institutions (TEIs) on a continuous basis. It has been observed that despite several checks and balances, rules and regulations, recognised teacher education institutions have been found to be violating various NCTE Regulations and the terms and conditions under which recognition was granted to them.


In order to systematise the compilation of complete information of these institutions it has been decided to seek information from all the recognised TEIs in the form of a comprehensive affidavit


Now, the TEIs which are imparting"Teacher Education Programme/s" as recognised by the NCTE are directed to fulfil all the requirements as enshrined in clause 8 (12) of the NCTE Regulations, 2014 and to furnish an affidavit on Rs.100/- stamp paper in the prescribed format available at duly signed by the Chairman/President/Secretary of the duly constituted Management of the Institution in the case of Self Finance Institutions and Principal/HOD/Registrar in the case of Govt. Institutions/University Departments. The TEIs are advised to complete the process of submitting Affidavits and its Appendix in the following manner:-


(i) The Affidavit and the Appendixes will be filled in online.

(ii) The same shall be downloaded and a print out taken. The uploaded Affidavit should be printed on Rs.100/- stamp paper and its Appendixes shall be printed on separate white sheets.

(iii) The Affidavit and print out so taken shall be attested by a Notary Public/ADM/SDM or any First Class Magistrate of the locality in which the institution is situated.

(iv) The complete Affidavit duly attested with enclosed relevant papers/appendixes in support of the information furnished in the Affidavit shall be submitted to the Member Secretary, NCTE, Hans Bhawan, Wing -II, Bahadur Shah Zafar Marg, New Delhi 110002 by Registered Post AD so as to reach the NCTE by 15-11-2016.

The TEIs are required to take note of clause 7 14(iii) of NCTE Regulations, 2014, namely: "Any false or incomplete information on its website shall render the institution liable for withdrawal of recognition.”. The TEIs are also required to note clause 8(12) of the NCTE Regulations, 2014 which reads as under: -


“The institution shall make the information or document available to the Council or its authorised representative as and when required by them and failure to produce or show any of the required documents, shall be treated as a breach of the condition of recognition”.


Noncompliance of the aforesaid instructions and non-submission of the affidavit, on or before the stipulated date, shall render the concerned defaulter institution for withdrawal of the recognition under Section 17(1) of the NCTE Act, 1993.

Further more, it may be known to all that in the event of any incorrect or false information provided in the Affidavit, the signatory of the Affidavit shall invariably be prosecuted under relevant provisions of IPC etc. for providing false and wrong information.
